人際互動界線,避免不當追求與跟蹤騷擾
Respect Personal Boundaries — Avoid Inappropriate Pursuit and Stalking

在感情與人際互動中,尊重他人的身體自主權與個人界線,是最基本的原則。
無論對象是異性或同性,只要對方未同意或已明確拒絕,你就應立刻停止行為。
否則不僅違反校園規範,更可能觸犯法律,後果非常嚴重。

In any relationship or interaction, respecting others’ bodily autonomy and personal boundaries is fundamental.
Regardless of gender or sexual orientation, if consent is absent or refusal is clear, you must stop immediately.
Violating these boundaries not only breaches campus regulations but may also constitute a criminal offense with severe consequences.


不當追求 ≠ 真愛
Inappropriate Pursuit ≠ True Love

「戲棚下站久就是你的」、「精誠所至金石為開」這些話,在現實中不是浪漫,而是干擾與侵害
持續或反覆違反他人意願的行為,就是不當追求與騷擾。
Phrases like “Persistence will win love” or “Sincerity can move others” are not romantic—they are harassment.
Continuing to pursue someone who has refused or shown discomfort is harassment or stalking.

常見情形包括:
Common examples include:

  • 未經同意的肢體接觸或親暱舉動。
    Unwanted physical contact or affectionate gestures.

  • 對方已拒絕仍持續傳訊、打電話、守候、尾隨。

  • Repeatedly messaging, calling, waiting for, or following someone after refusal.

  • 在網路上反覆留言、標註、關注或散布他人私密影像。
    Posting comments, tagging, monitoring, or sharing others’ private images online.

  • 以權勢或身分施壓、利誘、交換性或人際相關利益。
    Using power, seniority, or position to pressure or manipulate others for personal or sexual gain.


違法與校內懲處
Legal & University Disciplinary Consequences

  • 跟蹤騷擾行為 Stalking and Harassment:
    最重可處 5 年以下有期徒刑,併科 新臺幣 50 萬元罰金
    Punishable by imprisonment of up to 5 years and/or a fine of up to NT$500,000.

  • 違反保護令 Violation of Protection Order:
    最重可處 年以下有期徒刑,併科 新臺幣 30 萬元罰金
    Punishable by imprisonment of up to 3 years and/or a fine of up to NT$300,000.

  • 性騷擾行為 Sexual Harassment (Art. 25, Sexual Harassment Prevention Act):
    一般性騷擾行為:處 2 年以下有期徒刑拘役 或 併科新臺幣 10 萬元以下罰金
    General sexual harassment: punishable by imprisonment up to 2 years, detention, and/or a fine up to NT$100,000.
    利用權勢或機會而犯者:得 加重其刑至二分之一(最重可達 3 年以下有期徒刑),並得科較高額罰金。
    If committed by abusing power, position, or opportunity: the penalty may be increased by one-half (up to 3 years’ imprisonment) with a higher applicable fine.

校內部分,經性別平等教育委員會調查屬實者,將依情節輕重予以懲處:
Within the university, once verified by the Gender Equity Education Committee, the following penalties may apply:

  • 性騷擾或性霸凌行為 Sexual Harassment or Bullying:
    記 小過 以上 至 記 大過。
    Minor to major demerit depending on severity.

  • 性侵害行為 Sexual Assault:
    退學 或 開除學籍。
    Expulsion or dismissal from the university.

  • 涉及刑事案件者,學校得移送司法機關偵辦。
    Criminal cases will be referred to judicial authorities.

  • 案件調查期間,得視情節暫緩核發畢業證書。
    Graduation certificates may be withheld during investigation if necessary.

校方對性別事件採「零容忍」原則,無論行為人身分、性別或動機,一律依法嚴懲。
The University enforces a zero-tolerance policy toward gender-based misconduct, regardless of the offender’s identity, gender, or motive.


尊重是基本,拒絕就是答案
Respect Is Fundamental — “No” Means No

  • 沒有明確同意,就代表不同意。
    No explicit consent means no consent.

  • 「不」、「不要」、「我不舒服」就是拒絕。
    “No,” “Stop,” or “I’m uncomfortable” means refusal.

  • 即使曾經同意,也可以隨時撤回。
    Consent can be withdrawn at any time.

  • 任何性別、性傾向或身分,都應受到同等尊重與保護。
    Everyone—regardless of gender, identity, or orientation—deserves equal respect and protection.


停止你的行為,別造成他人困擾
Stop Your Behavior — Don’t Cause Harm

  • 不要用「只是關心」、「只是喜歡」來合理化騷擾。
    Do not justify harassment as “care” or “affection.”

  • 不要相信「只要努力就會感動對方」的錯誤觀念。
    Reject the myth that persistence will make someone love you.

  • 尊重他人,就是尊重自己。一次越界,可能改變兩個人的人生。
    Respecting others is respecting yourself. One boundary crossed can change two lives forever.
